A fire safety declaration is a document in a prescribed form that certifies the compliance of a group of goods with the regulations and fire safety requirements in force on the territory of the state. The main provisions in this area are specified in TR EEU 043/2017 on requirements for fire safety and fire extinguishing equipment and in Federal Law No. 123 of 22.07.2008.
Duration and cost
The maximum period of validity of a permit does not exceed 5 years. The cost depends on the complexity of the tests and the number of tests required and is calculated for each client individually.
Who needs it?
Any Russian manufacturer or seller must have a declaration of conformity of fire safety if he is engaged in the manufacture or sale of goods that are listed in TR EEU 043/2017 or FZ-123. For example, construction and finishing materials and flooring are included in the list of FZ-123, while fire protection and fire extinguishing equipment are included in TR EEU 043/2017.
If the required product is not on the above lists, a voluntary fire safety certificate can be issued.
It is important to know that documents issued under 123-FZ are only valid in Russia. Those issued in accordance with TR EEU 043 can be used in the territory of any state of the EEU.
List of goods subject to declaration
The following goods are subject to declaration of fire safety:
Gas-based fire-extinguishing compositions (with a base substance content of 95% or more);
Primary fire extinguishing media (other than fire extinguishers);
Equipment and tools used by firefighters (excluding certain items);
Materials for protective clothing;
Floor coverings;
All types of building materials (except for materials used in the decoration of evacuation routes);
Textile and leather materials;
Technical items functioning as part of smoke ventilation systems.
All other products subject to the above-mentioned regulations are subject to mandatory fire certification.

Sample document, what information is listed
The document is executed on a white sheet of A4 paper. The following information must be compulsory:
Name and address of the requesting company and manufacturer;
Taxpayer identification number, PSRN, contact details;
Document according to which the goods are produced (TU, GOSTs);
Information about the test reports;
OKP, TN VED codes;
Period of validity of the issued permit;
Seal, signatures of authorized persons.
Penalty for absence
If the lack of authorization is identified during the inspection, this leads to the imposition of administrative responsibility in accordance with Article 14 of the Code of Administrative Offences of the Russian Federation. The violators are fined up to 450 thousand roubles and up to 600 thousand roubles with confiscation of the product if it caused harm to the person.
The lack of mandatory certification documentation has a negative impact on the company's reputation and causes distrust on the part of partners and consumers and makes it impossible to import products.
