 Certificate of Conformity

A certificate of conformity is an authorisation document issued by an accredited body following a series of tests to prove the conformity of the goods with the established requirements (GOST or technical regulations).

Types of .
Certificate of conformity comes in several types:

GOST R. It is a mandatory document for products listed in the government decree № 982 from 01.12.2009. This authorization document is valid only in the Russian Federation;
TR CU. Obligatory for goods listed in one or more technical regulations of the Eurasian Economic Union;
Fire safety. Required for materials described in the TR of the Russian Federation "On Fire Safety Requirements";
The document demonstrates the presence of a specific management system within the company;
Voluntary GOST R. Can be ordered for any product or service to certify compliance with specific quality standards.
Period of validity and cost
Authorization document issued in the system of TR CU, for products manufactured in series, is made for a period of up to 5 years. Approval in the GOST R system for serially produced goods can be obtained for a period of up to 3 years.

The period of validity of the documents issued for a batch of products is equal to the shelf life of the product.

The cost is calculated for each customer individually (check with a specialist from Rostest Ural).

Who is necessary?
Proof of conformity is required for any manufacturer, supplier or retailer of products covered by Decree #982 or TR CU. The certificate is required for legal sale, production and import. 

In addition, the existence of a confirming document has a positive impact on business development, because it increases the confidence of buyers, allows attracting new partners and expanding markets.

What is issued?
You must obtain a certificate of compliance for:

Toys;
All household appliances;
Underwear and bedclothes;
Certain types of safety equipment;
And many other products.
It should be noted that many types of products are not subject to certification but to declaration. These include, for example, food products, second and third layer clothing and footwear, cosmetics and perfumes.

What should be on the certificate?
The approval document must contain the following information:

Full name of the issuing authority;
Name of the applicant company, full details;
Name of the company, details of the applicant company and the name of the document;
Information about the goods that can be used to identify them, the HS codes;
What regulations the product complies with (some types of permits contain information about the quality management system);
The documents which served as the grounds for the product;
Period of validity of the permit;
Clear signature, position and stamp of the authorised person.
Certification bodies
Only authorised bodies in the Customs Union have the right to conduct analyses and issue approvals. Their list is in the appropriate register of the Federal Accreditation Agency.

Voluntary certification
This procedure is performed on the customer's request to confirm the special characteristics of a product or service. The applicant can be a manufacturer as well as a seller or a supplier.

The products are tested in accredited laboratories and the results are used to decide on the issuing of a certificate. Successful completion of the examinations gives an opportunity to apply additional markings.

The advantages of undergoing the quality assurance procedure
The availability of approval documents is important not only for the manufacturer, but also for the consumer. Passing the quality assessment procedure has the following advantages

Increases consumer confidence in the manufacturer, because there is evidence of the safety and high quality of the product;
Increases the demand for the product and its competitiveness;
Gives the opportunity to participate in tenders and various competitions;
Promotes the expansion of markets.
Legislation
Under Russian law, the sale of products requiring authorisation without the relevant documents is punishable by fines of up to 600,000 roubles. In case of repeated violations, the goods may be confiscated and the company's activities suspended for up to 3 months.

Lack of a permit also makes it impossible to complete customs clearance procedures.

Necessary documents
An entrepreneur must prepare the following set of documents:

An application form;
An agreement, contract of supply (for import);
Description of the product, label, technical-normative documentation;
Details of the applicant company, taxpayer identification number (INN), PSRN.

Certification procedure
Product certification proceeds according to the following algorithm:

Applying to the centre "Rostest Ural", selection of a suitable scheme;
Collecting documents, submitting an application, taking samples;
Testing of samples in a laboratory, analysis of results;
Inspection of production (if provided by the scheme);
Inspection of production (if required by the scheme); Decision making;
Issuance of the document to the customer.
