Declaration of Technical RegulationsThe Declaration of Technical Regulations is the documentary evidence that the products to be certified comply with the rules and requirements laid down in a particular technical regulation.
When a Technical Regulations Declaration is issued, the document is registered with the certification body and a registration number is given to the authorisation document.
In some cases, this confirmation of safety can be a prerequisite for the sale and manufacture of certified products in Russia, as well as when they are imported across the customs border of Russia.
The stages of obtaining a declaration of conformity of the Tech Regulations
In order to obtain a declaration of conformity for TR it is necessary to register in the state register: for legal entities - USRLE, for individual entrepreneurs - USRIP.
The declaration of compliance with the Technical Regulations contains a large list of information. Below is a list of some of them:
- Information on the declarant
- Information about the manufacturer of the products to be certified
- Detailed product information
- Full name of the normative document under which the products to be certified will comply
- Documents and records on tests conducted
- Documents that served as a basis for the decision to issue the declaration
- Duration of the registered approval document
- Other information
Documents required for the issuance of the declaration of conformity under the TR for domestic goods
- Certificates of OGRN and TIN
- A detailed description of the products to be certified, as well as a catalogue and other technical documentation
- Letter from the State Statistics Committee
- Certificates of raw materials from which the products being certified were made
- Various documents pertaining to the production area (e.g. a certificate of ownership of the premises and a lease agreement as well as a fire protection certificate)
- Application for a certificate of approval
- Articles of Association of the company
- Testing reports or product samples from a certified laboratory
Documents required for the issuance of a declaration of conformity under TR for foreign goods:
- Supply contract
- Invoice
- Product description and technical documentation
- Application form
- Manufacturer's certificates, if any
- Certificates of OGRN and TIN
- Goscomstat Letter
- Producer's requisites
- Certificates of raw materials used
If documents are in foreign language, translation of provided documents should be notarized.
