The ozone conclusion is issued upon import/export of products containing substances capable of causing damage to the ozone layer of the Earth's atmosphere (PP RF from 8.05.1996 No. 563 "On regulation of import to the Russian Federation and export from the Russian Federation of ozone-depleting substances and products containing them"). The regulation was adopted for observation of PP RF № 526 of May 24, 1995, where it is said about importance of taking measures on fulfillment of Vienna Convention (of 1985) about protection of ozone layer and fulfillment of Montreal Protocol (of 1987).
List of goods for which ozone conclusion is to be obtained (permission for import/export of ozone-depleting substances) is regulated by Order of SCC RF No. 336 of 31.05.1996. These products include:
- Air-conditioners for trucks and cars;
- Air-conditioners and refrigeration units (commercial and domestic);
- Water-cooled cooling units;
- Dehumidifiers;
- Ice machines;
- Portable fire extinguishers;
- Pipe covers, panels, insulation boards;
- Formulas;
- etc.
How do I obtain an Ozone Approval?
This approval document is issued by the relevant Federal Service for Technological, Environmental and Nuclear Supervision.
This Regulation on the procedure for import/export to/from Russia of ozone-depleting substances and products containing them shall apply to legal entities and private entrepreneurs.
In order to apply for the ozone conclusion a relevant set of documents shall be submitted:
- Application form specifying applicant's company details, TN VED product code, exporting/importing country, country, manufacturer's company, etc;
- Certificate of compliance, refusal letter (if any);
- Characteristics of the product (intended use, composition of the product, indication of the base material);
- Expert opinion on the ozone-depleting properties of the product;
- Manufacturer's letter regarding the propellants, blowing agents, refrigerants used;
- A copy of the contract;
- Specification of the contract or invoice.
