In Russia and the Customs Union, a certain range of goods are subject to mandatory quality assessment - this takes the form of certification, declaration and state registration. Without permits for such goods, it is impossible to legally distribute them (manufacture, sale, import).
In some cases it is not possible to say with certainty whether a permit is required for a particular product - in this situation a letter of refusal comes to the rescue. It certifies this fact officially and can be provided to consumers, landlords and customs officials. The document helps to avoid delays at the border and loss of customers.
Period of validity and cost
In most cases, the OP (which is the acronym for Letter of Approval) does not have an expiry date - it is not stamped with an expiry date for possible use. However, if amendments are made to legislation (e.g. the goods will be subject to mandatory conformity assessment, will be listed in the lists of TR CU or GOST R), the OP will no longer be valid.
What is it?
A rejection letter officially confirms that the product is not subject to mandatory conformity assessment in a particular system. Such a document saves a lot of trouble at the border and is of great importance for sales. It can be issued in the systems of GOST R, TR CU, fire safety, Rospotrebnadzor.
Who needs it?
If we are talking about a "customs" explanatory letter it is more needed for importers. If you are a seller you will also need one to show to your customers or landlords. Sometimes you need it to sign a contract with a large retailer or a shopping centre.
Who issues it?
Such letters are issued by certified certification bodies and centres. It is very important that the organisation has the appropriate authority to issue rejection letters, otherwise the latter may be invalidated.

On the certification of the TR CU
Verification under the TR CU is mandatory for many products. However, for those products that are not included in the lists of technical regulations, it is worth drawing up a letter of rejection - this will certify that the goods should not be accompanied by authorization documents TP TC.
On technical regulations on fire safety
If the goods are not subject to a fire test (in accordance with the domestic TR or under TR CU 043/2017), a "fire" OP can be issued for it. It is particularly relevant for construction products and equipment.
On inspection of Rospotrebnadzor
To confirm the absence of the need to conduct a hygienic inspection it is possible to order OP Rospotrebnadzor. It is feasible to order it if the product was not included into Section 2 of the RCTS No. 299 List as of 2010.
Drawing up
The process of drawing up is strictly regulated by the state authorities. It is important to comply with legal requirements in order not to fall under the CAO RF.
Necessary documents
In order to obtain an OP, the following documents will need to be submitted:
Name and description of the controlled products, TN VED and OKPD codes 2;
Information about the customer - taxpayer identification number, general state registration number, company name, charter, foundation documents;
The technical description of the product, a full set of information about the goods;
A statement made in the name of an authorised person (the head of the company or his representative).
