The GOST R Certificate of Conformity is a document that certifies that the goods indicated in it fully meet the requirements set forth in GOST state standards or technical specifications.

Who needs it?
Mandatory certification GOST R is required for the production, import and distribution of goods which fall within the first section of the list of PP RF 982. It is also necessary to obtain a permit if such products are imported from countries that are part of the EAEU.
Thus, the availability of a permit is mandatory for manufacturers, suppliers, vendors and importers.

Mandatory certification
The GOST R system provides a mandatory and voluntary form of quality assessment. Despite the active development of EEU legislation and the gradual adoption of more and more new regulations, some products still fall within the scope of only GOST R regulation.
List of products
List of products for which conformity assessment in the form of GOST R certification is mandatory is specified in the Decree of the Russian government number 982 dated 01.12.2009. These products include:
cement;
electricity;
fibreglass-reinforced plastics;
bearings
sleepers;
special glass;
arms;
and other products.
Voluntary certification
The main difference and advantage of the voluntary quality assessment is the possibility to choose a list of standards, according to which the products will be checked.
A voluntary GOST R certificate allows:
Accept large orders;
Successfully participate in tenders;
Use an additional marking - "PCT";
And more.
Schemes for obtaining it
The legislation provides several different schemes for obtaining an inspection. The choice of a particular scheme is influenced by criteria such as the type of object (series production or batch), the status of the applicant (manufacturer or seller), the existence of a functioning quality management system.
The most popular schemes are: 2c, 3c, 7c, 9c.

GOST certificate register
All mandatory GOST R certificates are entered in the register of the FSA. Every interested person can easily access the Rosakkreditatsiya register, where the information on the status of the approval, the applicant, the manufacturer and the validity period is available.
Voluntary documents are only recorded in the register of the accredited body.
Drawing up a certificate
The document is issued on a special strictly regulated form. It is typographically produced and has several degrees of protection against forgery.
Rules for issuing
Details of the accredited body, information about the manufacturer and applicant, information about the product, the grounds for issuance, a list of standards to be checked and the period of validity are listed in the text of the approval document.
Necessary documentation
In order to carry out the conformity assessment the applicant shall prepare the following documentation:
application with all details;
free-form description of the goods;
technical and operational documentation for the products;
foreign trade contract, invoice (for import);
any other information that may be needed, depending on the specifics of the goods.
Stages of processing
The procedure includes the following steps
Applicant's application to the Rostest Ural centre, consultation, product identification, choice of scheme;
Review of submitted documents;
Conducting of tests and assessment of working conditions (if needed);
analysis of the results;
filling in of the form;
registration in the FSA register and issuance to the applicant.
The entrepreneur must then affix the 'PCT' marking to his products.
