An industrial safety certificate should be issued for the hazardous production facilities and the equipment that operates on them. This document guarantees that the technical support of the company complies with the regulations in force within the Customs Union and the Russian Federation, as well as with the general requirements of industrial safety.
Every company that carries out activities related to the manufacture of special, complex equipment intended for use at hazardous production facilities must carry out expert inspections and execute the necessary documents. Previously, it was necessary to obtain approval from Rostechnodzor, but this document was discontinued a few years ago. Now it is necessary to obtain a certificate of industrial safety.
List of products
A certificate is strictly required for these types of equipment:
Transport and lifting types of equipment (cranes and hoists, stackers, manipulators, lifts, suspended types of transport - such as a cable car);
Machinery which is used at pressures above 0.07 mPa or at temperatures above 115 °C. These types of equipment include steam and gas equipment, in particular heating network boilers, control and protection equipment used in conjunction with the aforementioned equipment.
Oil and gas equipment intended for mining, gas processing, use in mines (including equipment for wells, drilling);
Technical means used in metallurgy - electric furnaces, melting machines, equipment for melting and treatment of metals, heating elements;
Various types of pumps - vacuum technology, industrial compressors, apparatus with air/gas working medium;
Pipeline valves, which are used in hazardous facilities;
Metal structures and supports used at hazardous facilities;
Equipment used in facilities that carry out fire hazardous operations, explosion hazardous activities, interact with toxic substances;
Automatic control and signalling equipment, various software systems and automation equipment, tools and meters, alarms and controllers;
Tanks and tanks in which dangerous goods are stored;
Vehicles used in the transport of dangerous goods;
PPE which is used in hazardous facilities.
Quality assessment process
The procedure for obtaining an industrial safety certificate is as follows:
An entrepreneur submits an application to the Rostest Ural centre, our employees provide free consulting services, help understand the nuances of quality assessment, identify the equipment, assign it TNVED and OKPD2 codes, if these codes were not known in advance;
Next, the package of documents is prepared - this is a very important stage, it largely depends on the outcome of evaluation (if you are missing any technical document, our experts will help with their development and registration);
Next, the safety of the equipment is assessed - to do this, samples of the equipment are delivered either to a laboratory or a test site where they are tested - based on the results of the examination a test report is drawn up which the entrepreneur receives;
If it involves a type of machinery, an inspection may be carried out directly at the company;
The result is the issuing of a certificate, the assignment of an identification number and the entry of data about it in the unified register.
Document package for the inspection
The entrepreneur must submit the following to the Rostest Ural centre:
The exact name of the technical means, TN VED and OKPD2 codes, description of the object;
Name of the company, its registration data, statutory and constituent documents;
Documents for the hazardous production facility - lease agreement or certificate of ownership of the industrial premises;
The list of employees and confirmation of their sufficient experience and qualification for work at the hazardous facility;
Technical documents;
Information on used raw materials;
Statement on behalf of the manager of the industrial enterprise or its official representative.
