Special assessment of working conditions (SAWC)SAWC (short for 'special assessment of working conditions') is a procedure that replaced the workplace assessment (which was carried out before 2014). The purpose of this procedure is to ensure the safety of workers in all types of organisations.
What law regulates the introduction of the SSA?
This was established by Federal Law No 426 of 2013. It also stipulates that it is a mandatory procedure in Russia - all workplaces located in our country are subject to it, both in state-owned companies and in private offices. Companies that do not have salaried employees are not required to carry out the OSA. In particular, the following do not need to be assessed:
Employees who work remotely;
Employees who work for individuals.
Who finances the special assessment of working conditions?
According to the present legislation, SSA is fully paid by the employer, i.e. the head of the organisation that provides the workplace.
How often do I have to carry out a SRSA?
An SSA should be carried out at least once every 5 years. If an individual workplace has been assessed, the result will also be valid for five years. However, it may be necessary to carry out unannounced assessments.
When are unannounced inspections required?
A special assessment of working conditions may be carried out unannounced if
there is a change in the technological procedure;
A change of equipment has taken place;
new workplaces have been commissioned;
an accident has occurred;
one or more employees are diagnosed with an occupational disease.

How is the special assessment of working conditions carried out?

Then an expert group from the company carrying out the OSH assessment arrives at the site. Checks are carried out to assess the safety of working conditions and the quality of workplaces. Each workplace is assigned a specific SUT class. As a result of the inspections, a report is drawn up that is made available to all employees of the company.
What are the effects of the results of the OSH?
Thanks to the SSA, it is possible to reduce the class or subclass of hazard of working conditions, on which the level of insurance payments to the Pension Fund and the Social Insurance Fund depends. The worse the working conditions are, the higher the level of deductions, and the better the conditions are, the lower the level of payments. If the working conditions are safe in the enterprise, there are no extra rates.
Reduction of the level of additional payments to workers, compensations and guarantees due to reduction of a class/subclass of hazard, harmfulness.
If the hazardous/hazardous factors are not detected in the enterprise during OSH, the document, which is valid for 5 years, is automatically extended for another 5 years (if there were no accidents or occupational diseases).

What are the threats to violators?
Under Federal Law 426, companies that violate the requirements will be penalised - fines will be imposed on them. And in the event of repeated violations, activity may be frozen.
