The declaration of conformity of the TR CU is one of the two main documents of the EAEU, the availability of which indicates that the product has been successfully tested and fully complies with the requirements of technical regulations.
If the technical regulations provide for a declaration, the document is mandatory. In the absence of a declaration of conformity of the TR CU/ EEU, any commercial activity (production, sale, import from abroad) will be illegal. This will lead to the imposition of large fines on the entrepreneur (up to RUB 450,000).
As compared to certification, the declaration differs in a somewhat simplified approval procedure.
Period of validity and cost
The duration of the document depends on the type of declaration object (batch or serial production) and the inspection scheme applied. For example, if a batch or batch-oriented scheme is used, the duration of the declaration is set at between 1 and 5 years. In the case of a batch permit, the period of validity is generally limited to the lifetime/expiry date of the product.
The cost of the declaration service is influenced by criteria such as:
the chosen scheme;
whether or not a QMS certificate is available;
The complexity and laboriousness of the tests to be carried out.
Taking into account all these factors, the cost of declaration in each case is calculated individually.

Which technical regulations are in force?
About 45-50 technical regulations have so far been developed in the EAEU (some have been drafted but not yet enacted).
Some of the regulations provide for mandatory conformity assessment in the form of a declaration (food products, containers and packaging, petrol and lubricating oils, perfumes and cosmetics). Others take the form of certification (explosive equipment, lifts, children's toys).
Most technical regulations stipulate that a form should be used depending on the type and purpose of the goods (furniture, light industry goods, children's products, PPE, equipment).
Who issues declarations?
The right to issue declarations belong to accredited certification bodies, which are authorized to register the declaration in the single register of the FSA.
Receipt schemes
There are a total of 6 model declaration schemes. The choice of the assessment scheme is left to the applicant. In order to determine the most appropriate scheme, the type of facility, the applicant's status, the country of origin of the product, and the presence/absence of a quality management system in the enterprise should be taken into account.
The most popular schemes are:
1D and 3D - for series;
2D and 4D - for a batch.
How to check the approval document?
All declarations of conformity of the TR CU/ EEU come into legal force when they are registered in the register of the Federal Accreditation Service. In the same registry, every person interested can check the authenticity of the authorisation document in question. Access to the register makes it possible to find out the status of the document, the date of commencement and expiry, information on the products, the applicant and the manufacturer, the status of testing and inspection control.
Registration of the TR CU Declaration
The document is registered on behalf of the applicant. This means that the applicant is fully responsible for the accuracy of all information contained in it.
Rules for issuing
For the preparation of the declaration there are no special printed forms. It is to be filled in on a standard A4 sheet of paper. Certain requirements apply to the contents and structure of the document. For example, it must contain the following information
The applicant and his authorized representative
manufacturer;
The full name of the goods and their TN VED code;
A list of the technical regulations that apply to the inspected products;
evidence of conformity and grounds for the declaration (test protocols, statements of production control, expert opinions);
the period of validity.
Any other important information (shelf life, peculiarities of storage, transportation or labelling, applicable scheme) should be indicated in the column "Additional information".
List of required documents
When applying to the certification centre, the applicant will be required to submit the following package of documents:
a written application;
detailed description of the product in any form;
Technical, operational documentation;
The technical conditions or state standards used in the production
Supply contract with invoice and authorization agreement (in case of import).
Algorithm of work
The main steps of the declaration are as follows
Applications by the applicant, collection of documentation;
Assessment and acceptance of the application; verification of the documents;
Conducting of laboratory tests of the products;
Determination of the degree of conformity of the goods with the requirements of technical regulations, decision-making on granting a permit;
Registration in the register of the FSA, issuance to the applicant.
