Peculiarities of phytosanitary certificate
Phytosanitary certificate is a document of international standard and very often it is impossible to pass customs control without it. The list of the goods for which it is compulsory to obtain the Phytosanitary Certificate can be found in the Letter No. 01-15/6721 of the State Customs Committee of the Russian Federation dated April 11, 1997.
This document regulates the procedure for obtaining permits for import and export of products specified in the list. And the Rosselkhoznadzor phytosanitary certificate guarantees that the imported or exported products do not cause infection of humans or the environment with pathogenic microflora.
A new FSS must be obtained for each shipment. The quarantine certificate will not be valid for all subsequent consignments, even if the time between consignments is short and the products have the same origin.
A phytosanitary certificate will also be required for certification under the GOST R system, provided that the declared products belong to the category of goods that are subject to mandatory certification.
Penalties for not having a phytosanitary certificate
The absence of the Phytosanitary Certificate is an administrative offence for which a fine is imposed on the offender in accordance with article 10.2 of the Code of Administrative Offences of the Russian Federation dated 30 December 2001 N 195-FZ. Its amount is determined primarily by the status of the offender
If phytosanitary certificates for regulated products were not drawn up by an individual, he is liable to a fine of 300 - 500 roubles. For an official a fine is 500-1 000 rubles and for a legal entity a fine is 5 000 - 10 000 rubles.
Validity of a phytosanitary certificate
The period of validity of this authorization document is not long and is due to the need to ensure the safety of products on microbiological indicators.
When supplying agricultural products and plant raw material to the European Union the Phytosanitary Certificate is valid for a fortnight from the moment of issuing. When exporting the above mentioned products to other countries the period of validity is extended by only one day.
