Declaration of conformity of TR TS
Why it is important to have a declaration of conformity
The release of products intended for sale on the territory of the member countries of the Customs Union implies the implementation of certain standards. The fact of compliance with unified requirements is confirmed by an independent examination. The official declaration of the conformity of the goods is the declaration. Refuse to receive the document is impossible, because its absence will make it impossible to organize supplies outside the state. The declaration was recognized as an obligatory condition for the import and sale of products on the territory of the states parties to the international treaty.
How is the procedure for registration of TR TS
The procedure for submission and consideration of applications is strictly regulated. Neglect of regulatory regulations threatens to return documents and delaying the deadlines. Obtaining a declaration of compliance is possible if certain conditions are met.
1) Status
The organization that passed state registration in the territory of at least one member country of the union is entitled to forward the application. Initiate the procedure may be the seller, the direct supplier, or the person who is responsible for selling the product.
2) Laboratory research
A declaration of conformity is issued only after the completion of an independent examination using modern equipment. The applicant is not prohibited from presenting additional evidence to the experts on the implementation of the technical regulations of the Customs Union.
3) Waiver of security guarantees
The declaration confirms only the conformity of the product to the current regulations. The document can not be regarded as evidence of security.
4) Dependence of the procedure on the type of goods
The scheme for examining an application, researching and issuing an opinion depends on the characteristics of the product. Certification is possible after the actual verification, so the algorithms are different.
5) Mandatory registration
All issued declarations of conformity are subject to mandatory accounting. Information on the passage of goods certification is reflected in a special register.
6) Limited duration
The Declaration of Conformity is issued to the applicant for a period of up to 5 years. This period is recognized as the maximum, and its increase is not allowed.
Documents required for registration of TR TS
The statement on the confirmation of the fact of the implementation of the technical regulations of the Customs Union is made using the approved form. This is a must, but not the only document. The following are the applications:
a card with the requisites of a legal entity used to draw up contracts;
registration documents of an entrepreneur or company, confirming the legitimacy of commercial activities on the territory of the Customs Union;
certified copy of the contract with the manufacturer of the products with reference to the technical regulations of the Customs Union, as well as information on the taking of interim measures to preserve the properties;
warranty or other evidence of legal liability of the manufacturer of serial goods (mandatory for foreign enterprises);
technical conditions, or the state standard for products, if required by the manufacturer's ownership (domestic / foreign plants);
protocols of research and testing (if available).
How to fill out the form
The rules for drafting the document are established by the decision of the ECE Collegium. The following requirements are recognized as compulsory:
A4 sheet format;
filling in the Russian language;
use of the language of the TC state only on the back of the document;
absence of corrections and protective signs;
presentation for a separate lot, or the entire production series;
the condition for affixing the EAC sign on each product.
Important! The declaration on compliance with the technical regulations of the Customs Union is recognized as one and is applied on the territory of all participating States.
