Certain telecom means must meet the requirements as set out by specifications titled “Technical Means for Conducting Operative and Search Activities in Public Telecommunications Networks of Ukraine. General specifications”. For such products the certification application must be endorsed by the Ukrainian Security Service (SBU). The SBU considers whether it is necessary to confirm the product compliance to the aforesaid specifications.
The certification process is then conducted as usual. However, the final decision on issuing the certificate of conformity is taken the Technical Committee for Communications (TKS) that is held twice a month by the Ukrainian Ministry of Transport and Communications.
Eventually, such certificates bear 2 seals: One seal affixed by the certification body, and the other seal by the Transport and Communications Ministry.
To obtain the SBU permit, the following documents must be submitted:
• The application on a proper form;
• Copy of forwarding documents (invoice, contract) and their translation;
• Specifications, description, etc.
