Sanction of Rostehnadzor entitles to apply on dangerous industrial objects of the equipment and technical devices (including foreign manufacture).

The order and conditions of delivery of the sanction to application are established «Regulations about the order of delivery of sanctions to application of technical devices on dangerous industrial objects». The given Position is obligatory for performance by all legal persons irrespective of the organizational-legal form, carrying out designing, manufacturing, installation, adjustment, service and repair of the specified devices or operation of dangerous industrial objects.

Sanction of Rostehnadzor of Russia

• Dangerous industrial objects according to the Federal law " About industrial safety of dangerous industrial objects " from 21.07.97 N 116- Federal law are the enterprises or them department, sites, platforms, and also other industrial objects specified in the appendix 1 to Federal law " About industrial safety of dangerous industrial objects " from 21.07.97 N 116-FL.
• The sanction to application stands out on the individual technical device, a party or on type (kind) of technical devices.
• It is supposed to give out one sanction on a number of standard size technical devices of one purpose under condition of observance of the uniform design approach, used materials and technologies.
• Delivery of sanctions to the complete technical device in which all components carry out the interconnected technological functions, under condition of acknowledgement of conformity of components by all of them to requirements of industrial safety is supposed
• The sanction to application of technical devices of foreign manufacture gives out Gosgortekhnadzor of Russia in the general order.
• At discrepancy of technical devices of foreign manufacture to separate requirements of the industrial safety operating in the Russian Federation, the applicant represents recommendations on carrying out of the additional actions providing safety of application of such technical devices.
• The sanction to application of technical devices of foreign manufacture, maintained outside of territory of the Russian Federation, stands out of Rostehnadzor of Russia only after carrying out of corresponding examination.
• The sanction to application of type of the technical device stands out to the manufacturer or its official representative on presentation of corresponding documents and applications for granting the sanction to application of technical devices on dangerous industrial objects.

For reception of the sanction to application of concrete kinds (types) of technical devices on dangerous industrial objects it is necessary to give:

1.       The application certified by a press of firm and the signature of the head;

2.       The certificate on registration of firm and statement on the account in tax inspection;

3.       Data about the manufacturer;

4.       The description (characteristics, appearance, a scope);

5.       The engineering specifications (TC, the passport, design drawings of products with the specification on a material of details, instructions on assembly, installation and operation), including a technique of carrying out of control tests, a resource and term of operation, a condition and the requirement of safe operation, the order of maintenance service, repair, diagnosing;

6.       Reports of production tests;

7.       The certificate on a chemical compound and mechanical durability of the materials applied at manufacturing of products;

8.       The certificate about сварочных seams and methods of not destroying control (if necessary);

9.       The certificate of conformity in system of GOST R;

10.    The certificate of fire safety, the Certificate about explosion-proof (if necessary);

11.    Reports of independent foreign laboratories (if is);

12.    Certificates on spare parts and accessories;

13.    The certificate of series ISO 9000 (if is);

14.    Acceptance certificates, preservation, packing

15.    The report of acceptance tests.
